Bid awarded for Mills Street water, sewer line replacement

Replacement of water and wastewater lines and manholes on Mills Street from 14th to 18th streets is scheduled to begin this summer after the Gatesville City Council awarded a contract to LC Paving and Construction during its May 9 meeting.

"It's a fairly significant project and we anticipate that it will begin this summer," said Interim City Manager Bill Parry. "It will go on concurrently with the Lovers Lane (water and wastewater line replacement), so we will have two major projects at the same time."

LC Paving and Construction of Coolidge, Texas had the low bid of $661,645. Six other bids were also received: for $710,277 from Quality Contractors of Waco; for $977,779 from TTG Utilities of Gatesville; for $745,726.59 from B-Corp Utilities of Gatesville; for $796,970 from DJ Hansen Construction; for $745,077 from JH Contracting of China Spring; and for $852,888 from Westar Construction of Georgetown.

According to a memo to the Council, the water and wastewater infrastructure in that area, among the oldest established part of Gatesville, is estimated to be 70 to 100 years old. "The condition of water/sewer lines, manholes, etc. require a replacement strategy as opposed to constant repairs," the memo stated.

In addition to new water and sewer lines, the project will also include the replacement of eight manholes, six new fire hydrants and service connections.

Walker Partners of Waco, acting as the city engineer, reviewed the bids and evaluated the contractors, recommending LC Paving and Construction.

"I love awarding to local contractors, but B-Corp is already doing the Lovers Lane project and the other local company, TTG, was over $300,000 more," Parry said.
